Konutu ekonomik bir meta- yat\u0131r\u0131m ve servet arac\u0131- olarak g\u00f6ren yakla\u015f\u0131m, konut sekt\u00f6r\u00fcnde finans piyasalar\u0131n\u0131n artan h\u00e2kimiyeti ile konutun finansalla\u015fmas\u0131 sonucunu do\u011furmu\u015f ancak ya\u015fanan ekonomik krizler, \u00f6zellikle de 2008 K\u00fcresel Mali Krizi, bu yakla\u015f\u0131m\u0131n toplum ve ekonomi \u00fczerindeki olumsuz etkilerini net bir \u015fekilde ortaya koymu\u015ftur. Kriz sonras\u0131 d\u00f6nemde d\u00fcnyan\u0131n pek \u00e7ok \u00fclkesinde derinle\u015fen konut sorunu \u2018konuta ekonomik eri\u015febilirlik krizi\u2019 olarak tarif edilmeye ba\u015flanm\u0131\u015ft\u0131r. Bu kriz kar\u015f\u0131s\u0131nda, konutun daha ziyade sosyal bir mal oldu\u011funu vurgulayan, konutu bir insan hakk\u0131 olarak g\u00f6ren yakla\u015f\u0131m g\u00fcncel tart\u0131\u015fmalarda a\u011f\u0131rl\u0131\u011f\u0131n\u0131 yeniden hissettirmeye ba\u015flam\u0131\u015ft\u0131r. Bug\u00fcn i\u00e7inde bulundu\u011fumuz k\u00fcresel salg\u0131n ko\u015fullar\u0131 ile birlikte t\u00fcm hayat\u0131n ya\u015fanan konutun s\u0131n\u0131rlar\u0131 i\u00e7ine s\u0131\u011fmas\u0131 gereklili\u011fi, konutun en temel i\u015flevi olan bar\u0131nma i\u015flevini ve bu i\u015flevin yeterli ve kar\u015f\u0131lanabilir olmas\u0131n\u0131 savunan yakla\u015f\u0131m\u0131 tekrar g\u00fcndeme getirmi\u015ftir. Her paradigma kendine \u00f6zg\u00fc, birbiriyle ili\u015fkili birtak\u0131m kavramlar\u0131, konular\u0131 ve ilkeleri \u00f6ne \u00e7\u0131kararak konut politikalar\u0131n\u0131 ve karar verme s\u00fcre\u00e7lerini de\u011fi\u015ftirir. Bu do\u011frultuda, i\u00e7inde bulundu\u011fumuz d\u00f6nemde politik tart\u0131\u015fmalarda ve uluslararas\u0131 strateji belgelerinde temel vurgunun \u2018<strong><em>herkesin yeterli ve kar\u015f\u0131lanabilir konuta eri\u015fimi ve s\u00fcrd\u00fcr\u00fclebilir konut \u00e7evrelerinin sa\u011flanmas\u0131<\/em><\/strong>\u2019 \u00fczerinde oldu\u011fu g\u00f6r\u00fclmektedir.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 18px;\">Konutu d\u00fcnyan\u0131n her yerindeki insanlar i\u00e7in ya\u015fam\u0131n merkezi haline getiren k\u00fcresel salg\u0131n ko\u015fullar\u0131 nedeniyle konut piyasalar\u0131nda yeni birtak\u0131m e\u011filimler ile sorun alanlar\u0131 ortaya \u00e7\u0131kmaya ba\u015flam\u0131\u015ft\u0131r. Temel e\u011filimler, merkezi ve g\u00f6rece daha yo\u011fun alanlardan konut ve insan yo\u011funlu\u011funun daha az oldu\u011fu \u00e7epere do\u011fru hareketlilik, \u00e7ok katl\u0131 apartman yap\u0131lar\u0131 yerine m\u00fcstakil konutlara artan talep, yazl\u0131k-mevsimlik olarak kullan\u0131lan ikinci konutlar\u0131n ana konut olarak kullan\u0131lmaya ba\u015flanmas\u0131, mevcut konutun sundu\u011fu hizmetlerin iyile\u015ftirilmesi amac\u0131yla konut i\u00e7i yat\u0131r\u0131mlar\u0131n artmas\u0131 \u015feklinde s\u0131ralanabilir. Bu e\u011filimlerin yan\u0131 s\u0131ra, evde ge\u00e7irilen zaman\u0131n artmas\u0131 sebebiyle artan konut harcamalar\u0131, i\u015fsizlik ve gelir kayb\u0131n\u0131n yol a\u00e7t\u0131\u011f\u0131 kira ve konut harcamalar\u0131n\u0131n \u00f6denmesindeki problemler, konut \u00fcretimindeki yava\u015flama ile konut se\u00e7eneklerinin daralmas\u0131 sonucunda artan konut ve kira de\u011ferleri ise temel sorun alanlar\u0131ndan \u00f6ne \u00e7\u0131kanlar olmu\u015ftur. T\u00fcm bunlar\u0131n sonucunda bir yanda gelir kayb\u0131 ya\u015farken konut harcamalar\u0131 artan hanehalklar\u0131 ile di\u011fer yanda daha iyi ekonomik ko\u015fullar\u0131 sayesinde az yo\u011fun, daha \u00e7ok ye\u015fil ve a\u00e7\u0131k alana sahip ve daha g\u00fcvenli konut \u00e7evrelerine eri\u015fme imk\u00e2n\u0131 bulan hanehalklar\u0131 aras\u0131ndaki sosyal ve mek\u00e2nsal u\u00e7urumun da a\u00e7\u0131ld\u0131\u011f\u0131 g\u00f6zlenmektedir. Konut yak\u0131n \u00e7evresinde, sa\u011fl\u0131kl\u0131 bir ya\u015fam i\u00e7in herkesin eri\u015febilece\u011fi a\u00e7\u0131k ve ye\u015fil alanlar ile kamusal mek\u00e2nlara duyulan ihtiya\u00e7 artmaktad\u0131r.
